Title VI
Title VI applies to programs and activities receiving federal financial assistance. HHS guidance explains that recipients must take reasonable steps to provide meaningful access to people with limited English proficiency in covered programs.
Meaningful access and language assistance
Title VI’s language-access application depends on the funding recipient, program, and facts. HHS guidance describes a flexible assessment that considers the number or proportion of people with LEP who may be served, how often they encounter the program, the nature and importance of the service, and the resources available.
Organizations should identify the federal agency with jurisdiction, consult current guidance and regulations, and determine what language assistance is appropriate for their own program. For a specific obligation, consult the responsible compliance or legal staff and current agency guidance.
Relationship to other laws
Section 1557 applies to covered health programs and activities and has its own statutory and regulatory scope. Title VI can apply independently to recipients beyond healthcare. Do not assume one standard, process, or record automatically satisfies every law or accreditation program.
