Federal frameworks
Federal requirements active in Minnesota.
Section 1557 of the Affordable Care Act (2024 final rule)
Prohibition on national-origin discrimination in health programs receiving federal financial assistance. Defines 'qualified interpreter.' Lingfaro produces per-session interpreter qualifications and per-quarter language-access documentation.
Title VI of the Civil Rights Act
Meaningful access for limited-English-proficient individuals in all federally funded programs. Applies to healthcare, education, social services, and courts that receive federal funds.
ADA Title II / Section 504
Effective communication for individuals with disabilities, including qualified ASL interpretation. Lingfaro dispatches RID-certified and BEI-certified ASL interpreters; for sworn court proceedings, the RID Special Certificate: Legal is required.
ESSA Title III
EL parental engagement and home-language communication for school districts receiving Title III funds.
IDEA and 34 CFR § 300.322
Native-language IEP communication. Procedural violations can result in compensatory education orders. Lingfaro captures FERPA acknowledgments per IEP session.
Court Interpreters Act (28 U.S.C. § 1827)
Federal court interpreter standards. Lingfaro verifies certification and roster status for federal-court proceedings.
Office of Refugee Resettlement program standards
Language access for ORR-funded resettlement agencies. Lingfaro produces session documentation for case files and ORR monitoring reviews. DPA and subcontract templates available.
Indian Child Welfare Act (ICWA)
Language and cultural-fluency expectations in child-protection and tribal-court proceedings. See also the Minnesota Indian Family Preservation Act below.
Executive Order 13166
Federal agency language-access plans applied to federally funded Minnesota programs. Lingfaro session exports satisfy four-factor analysis documentation and DOJ record-keeping requirements.
HIPAA / FERPA

Minn. Stat. § 256B.0625, subd. 18a: MDH Spoken Language Health Care Interpreter Roster
Face-to-face spoken-language interpretation billed to Medical Assistance and MinnesotaCare must be provided by interpreters on the MDH Roster. Lingfaro verifies roster status as part of dispatch and documents it on every session record.
2025 Minnesota Spoken Language Health Care Interpreter Work Group
Established by the 2025 Minnesota Legislature to review certification, training standards, and the future of the roster. Lingfaro tracks Work Group deliverables and adapts as the framework evolves.

Right to a qualified court interpreter at no cost in civil and criminal proceedings. Lingfaro prioritizes roster-eligible interpreters and routes proceedings that require a roster interpreter only to interpreters whose roster status it has verified.

Minnesota Human Rights Act (Minn. Stat. § 363A.11)
Public-accommodations effective-communication obligations for covered entities operating in Minnesota.
Minnesota Government Data Practices Act
State and county agency data handling. Lingfaro signs Data Processing Addendums consistent with MGDPA requirements.
ORR / Minnesota DHS refugee program standards
Language access requirements for resettlement agencies funded through ORR via Minnesota DHS. Lingfaro produces session documentation required for case files and ORR monitoring reviews.
MNsure / Minnesota Health Care Programs
Qualified language services required for enrolled members, with session documentation. Lingfaro roster verification applies to MA/MinnesotaCare-billable face-to-face sessions.

- Per-session records. Interpreter identity, credentials active at the time of the session, modality, timestamps, dual confirmation, and a verifiable signature. One file per session. Plain JSON plus PDF, readable by any auditor without specialist tools.
- Roster verification. MDH Spoken Language Health Care Interpreter Roster and Minnesota State Court Interpreter Roster status surfaced on every relevant session record.
- Quarterly language-access reports. Sessions delivered, languages served, response-time distributions, completion rate, dispute rate. Per-organization, per-facility, per-program.
- Audit support. When a survey, OCR inquiry, or audit request lands, our team helps you assemble the response packet within five business days.
- Signed agreements. Business Associate Agreement, Data Processing Addendum, ORR subcontract paperwork. Available on request.
